    Maine is a pretty stodgy state. I've worked in our schools for 20 years, 10 of those specifically dedicated toward bringing about the practices described in Chugach. They always seemed like common sense to me. And they are implied whenever leaders talk about doing away with "time-in-grade." Yet most Maine educators I know are still willing prisoners of the factory system. Principals... sigh. The questions is... did Maine educational leaders really mean it when they decried "time-in-grade" and talked about ILPs for every student, or were they just kidding around for ten years? I would hope the $100 million train wreck we just experienced was at least well intentioned.
